What a board is buying when it buys tree care
Liability, mostly. An occupier has a duty to keep the premises reasonably safe, and a limb that comes down over a visitor parking space turns into a question about what the corporation knew and when. A dated inventory and a written risk assessment answer that question. A verbal reassurance from a contractor does not.
The second thing is a predictable budget. Reactive tree work is the most expensive kind, because emergencies price for urgency and failures take fences, cars and windows with them. A three to five year pruning rotation across a site spreads the cost, catches defects while they are cheap to fix, and gives the reserve fund study something real to work from.

Trees being retained need protection zones fenced before equipment arrives, and damage to a protected tree, including compaction over its roots, is an offence carrying $500 to $100,000 per tree.
